But really, now that I think a bit more on it, a -4 to 4 puzzle would by 9x9, so what IS the range for this one? Or is figuring that out part of the puzzle?

I'm actually not 100% sure you can figure out the range from the puzzle,
but my guess is it should be possible.

Edit: looking at the puzzle, it's quite easy, there's a "-9" and a given "4".

The 4 tells you the smallest possible negative number is -3, etc.

Still not sure about the range of numbers used........is it obvious.........like -3 to +4?

The solution I found is unique with respect to numbers I have considered but not unique with respect to operators, as usual in no-ops, in fact the cage "0" c1-c2-d1 admits up to 3 different operators (+, x, :). However I did not try "many" different sets of numbers, continuous of course, since I believe that actually the software is not able to generate puzzles with skipped numbers :-).

That is correct.

It is the next step for the software, puzzle with arbitrary sets of numbers [scared]
