I don't understand the solution rules for exponents.
In a 7-cell puzzle using numbers 1 through 7,
when there's a 7^ condition in an L-shaped 3-cell cage,
does that mean the possible solutions are 7, 1, and any number from 1 to 7?

I understood it as 7^1^1 to 7. Is this interpretation correct?

Regarding the question posed in the third line of your post, the answer is yes, the possible solutions are 7, 1, and any number from 1 to 7.

This is because it can be written as 7^(1^X), where X is any number from 1 to 7.
