And those languages are… Dutch, English, German, Spanish, Italian, Japanese and Russian, right?
My PDF is in English, probably because it's the preferred language I've set for the website. Is this the expected behavior?

Yes it is.

Annoyingly I don't store the language preference on the server, but only locally (with the browser).

But the language is stored when a solution is submitted, so I ended up retrieving the info from there.

Wait, what? [huh]
If I accidentally (or out of curiosity) switch to Spanish, submit a puzzle, switch back to English and stop solving puzzles, my next newsletter will be in Spanish?! [biggrin]
